The deal was concluded on 9 July 2026 in Melbourne, on the sidelines of a summit between Indian Prime Minister Narendra Modi and his Australian counterpart Anthony Albanese. A civil nuclear cooperation agreement had already been signed between the two countries in 2014, but commercial supplies never materialized. This time, things are different.<\/p>\n<p>The agreement allows Australia to commercially supply Indian nuclear reactors with its uranium, within a framework that includes <strong>International Atomic Energy Agency (IAEA)<\/strong> safeguards and a commitment that the fuel be used &#8220;exclusively for peaceful purposes.&#8221; Modi described the deal as a step that would give &#8220;new momentum&#8221; to India&#8217;s clean energy ambitions. Albanese stated that the agreement would help India expand its non-fossil electricity capacity while opening an additional market for Australia&#8217;s resources sector. The two leaders also agreed to deepen cooperation on defense, critical mineral supply chains, and green hydrogen.<\/p>\n<p>The breakthrough has a specific trigger: the <strong>SHANTI Act<\/strong>, passed by the Indian parliament in December 2025 and signed into law by the President. The legislation replaced the Atomic Energy Act of 1962 and the civil liability law of 2010, opening the nuclear sector to private participation through a regulated licensing regime for the first time. That reform addressed longstanding Australian concerns about how India \u2014 a non-signatory to the Nuclear Non-Proliferation Treaty \u2014 might use imported uranium. Underscoring the shift, the Melbourne summit produced 18 agreements in total, including a joint declaration on energy security and a maritime cooperation framework.<\/p>\n<p>India&#8217;s industrial context explains the urgency. The country currently has <strong>8.8 GW of installed nuclear capacity<\/strong>, with 25 reactors in operation and 11 under construction adding a further 8,700 MW. The Nuclear Energy Mission targets 22.4 GW by 2031\u201332 and 100 GW by 2047 \u2014 a more than elevenfold increase from current levels. To fuel this expansion, India will need to diversify its uranium sourcing beyond its existing suppliers: Kazakhstan, Canada, and Uzbekistan. With its vast reserves, Australia is a natural partner. Those who have followed the negotiations note that initial supply volumes will likely be modest, given the current scale of India&#8217;s civil nuclear infrastructure. But the direction is set.<\/p>\n<p>On the industrial side, private companies including <strong>Adani Power, Tata Power, and Reliance Industries<\/strong> have already responded to NPCIL&#8217;s request for proposals for the Bharat Small Reactors \u2014 India&#8217;s 220 MW modular reactors based on proven PHWR technology. The government has allocated 20,000 crore rupees for the Nuclear Energy Mission and aims to have at least five indigenously designed SMRs operational by 2033. In Melbourne, Modi reminded the Australian business community that the country&#8217;s uranium reserves are &#8220;directly linked to India&#8217;s nuclear pathway.&#8221; If Australia were to cover even half the demand generated by India&#8217;s reactor fleet expansion, its uranium export volumes would double from current levels.
