The U.S. Nuclear Regulatory Commission<\/strong> issued a subsequent license renewal for the Monticello Nuclear Generating Plant<\/strong> in Minnesota on December 30, 2024. The federal authorization extends the facility’s operating life by 20 years, pushing the expiration date to September 2050. For Xcel Energy<\/strong>, which owns the plant through its subsidiary Northern States Power, the decision marks the culmination of a lengthy regulatory and technical process.<\/p>\n

The road to renewal was anything but short. Xcel Energy submitted its subsequent renewal application to the NRC in January 2023. The federal agency ran two parallel review tracks: a safety evaluation report was issued in March 2024, while the final environmental impact statement followed in November of the same year. The license was signed in December, with the public announcement coming in the first days of 2025. The multi-year process included inspections, audits, and thorough reviews of every technical aspect of the plant, from structural safety to environmental compliance.<\/p>\n

The numbers behind Monticello speak for themselves. The plant powers more than 500,000 homes annually across the American Midwest and stands as Xcel Energy’s primary around-the-clock, carbon-free electricity source. Together with the Prairie Island Nuclear Generating Plant<\/strong>, located near Red Wing, it supplies nearly a quarter of the electricity consumed by Xcel’s Upper Midwest customers. Monticello is also the city’s largest employer and taxpayer, with an economic footprint that extends well beyond energy production alone.<\/p>\n

On the state regulatory front, the picture is only partially settled. The Minnesota Public Utilities Commission has already approved continued operations through 2040. For the following decade \u2014 2040 to 2050 \u2014 Xcel will need to return to the state commission for additional authorization. Federal approval alone is not sufficient: alignment between the NRC license and Minnesota state clearance is the prerequisite for the full plan to move forward. The state-level process therefore remains open, but the federal green light provides a solid foundation to build on.<\/p>\n

Looking further ahead, the Monticello case raises a question the NRC itself is beginning to grapple with: the prospect of a third license renewal that could extend plant operations to 100 years. According to agency projections, a revision of the environmental review framework for license renewals will be needed by 2031. Third-renewal applications could arrive before that deadline, and the NRC has already asked its staff to track industry interest.
