Holtec International<\/strong> announced on July 20, 2026 the leadership team for nuclear safety at the Palisades<\/strong> power plant in Michigan. Two dates, two key roles: Fadi Diya<\/strong> will take over as Chief Nuclear Officer on July 27, while the Nuclear Safety Review Board<\/strong> (NSRB) will be formally seated on August 3, 2026.<\/p>\n

Diya is a well-known figure in the industry. He spent over a decade leading nuclear operations at Ameren Missouri<\/strong> as Senior Vice President and Chief Nuclear Officer, overseeing all aspects of plant operations. His four-decade career spans several major U.S. utilities \u2014 Progress Energy, Nebraska Public Power District, Energy Northwest, and Arizona Public Service Company \u2014 where he held roles ranging from Site Vice President to Plant Manager. He teaches leadership at INPO and serves on the National Academy of Nuclear Training Accreditation Board. He also holds a senior reactor operator certification: he is not just an executive \u2014 he knows his way around a control room.<\/p>\n

The NSRB will be chaired by Michael W. Rencheck<\/strong>, who served as Executive Vice Chairman of Bruce Power until June 2026. Holtec noted that Rencheck will also join the company’s Board of Directors and chair its Nuclear Oversight Committee. Among the other board members is Joel Gebbie<\/strong>, former CNO of American Electric Power and now an independent consultant through JPG Advisory LLC. Gebbie has direct experience evaluating advanced reactors and SMRs, and has previously served on safety review committees for plants returning to service \u2014 expertise that carries particular weight in the Palisades context.<\/p>\n

The backdrop is unprecedented in American nuclear history. Palisades ceased commercial operations in May 2022 after more than four decades of service, though its license remained valid until 2031. Holtec acquired the plant with the goal of bringing it back online, securing a $1.52 billion<\/strong> loan guarantee from the Department of Energy in 2024. In August 2025, the Nuclear Regulatory Commission formally transferred the license from decommissioning to operational status \u2014 a first in U.S. history. Since then, work has continued on steam generator tube inspections, component replacements, operator requalification, and primary circuit cleaning. The NRC has already logged more than 5,400 hours of on-site inspections.<\/p>\n

The industrial picture around Palisades is expanding. Holtec has submitted a license application to the NRC for two SMR-300 reactors to be built adjacent to the existing plant, with construction expected to begin in the early 2030s. The Department of Energy has awarded $400 million to accelerate the project. Palisades is no longer just a plant being restarted \u2014 it is the pilot site for a broader industrial strategy that includes the next generation of small modular reactors.<\/p>\n

With the safety team now in place and NRC inspections proceeding on schedule, the coming months will reveal whether Palisades can achieve what no American nuclear plant has ever done before. A successful restart would open a path that other facilities \u2014 Crane Clean Energy Center in Pennsylvania and Duane Arnold in Iowa \u2014 are already watching closely.<\/p>\n","protected":false},"excerpt":{"rendered":"
