The announcement came on August 4, 2026: the company has already signed a definitive agreement to purchase a site at <strong>Garrison Oak Technical Park<\/strong>, with closing expected by mid-Q4 2026.<\/p>\n<p>The project figures are precise. The facility will produce approximately <strong>24 metric tons of clean hydrogen per day<\/strong> and 15 metric tons of heavy water per year. To do so, it will consume around 50 megawatts of electricity per hour \u2014 equivalent to the energy needs of 40,000 homes \u2014 and approximately 300,000 gallons of water daily. Total planned investment stands at a minimum of $226 million, with the creation of around 50 permanent jobs and hundreds of positions tied to the construction phase.<\/p>\n<p>The process is entirely electrolytic: water is split into its molecular components using electricity generated from renewable sources, with no fossil fuels burned. Heavy water \u2014 technically <strong>deuterium oxide<\/strong> \u2014 is a byproduct of this process. Andrew Cottone, Aternium&#8217;s founder and CEO, explained that producing hydrogen or heavy water alone is not yet an economically viable standalone model. Combined, the two products make the project commercially sound.<\/p>\n<p>Deuterium is a fully strategic material. It is used in the semiconductor industry, pharmaceuticals, advanced electronics, and defense. It is used in <strong>nuclear reactors<\/strong>. Above all, it is used in <strong>fusion technologies<\/strong>, where it serves as one of the primary fuels for both magnetic and inertial confinement reactors. Today, the United States has no domestic commercial-scale producer: the entire supply depends on foreign sources. The Dover facility aims to close this structural gap.<\/p>\n<p>Delaware Governor Matt Meyer described the project as &#8220;an investment that positions Delaware at the forefront of the next generation of energy and advanced manufacturing.&#8221; Representative Sarah McBride highlighted the project&#8217;s value for the national supply chain. The Garrison Oak site was selected for its existing infrastructure and proximity to major transportation corridors \u2014 a decisive factor for distributing hydrogen to industrial customers.<\/p>\n<p>Aternium is already looking beyond Dover. The company has evaluated sites in New Jersey and Delaware County, Pennsylvania, with an eye toward future plants.
