No preamble. A plan, two deadlines, and a clear signal about the direction India is heading.

The speech opened by highlighting a milestone already achieved. The 500 MWe fast breeder reactor at Kalpakkam, in Tamil Nadu, reached first criticality in April 2026. Modi described this as a leap toward energy self-sufficiency, since fast breeder reactors produce more fissile material than they consume, reducing dependence on imported uranium. With installed nuclear capacity currently standing at around 8.78 GW, the gap to bridge before 2047 remains vast — but the government now has a formal roadmap to close it.

The legislative backbone is the SHANTI Act — Sustainable Harnessing and Advancement of Nuclear Energy — passed by the Indian Parliament in December 2025. The law overhauls the sector’s regulatory framework, opens the door to private investment, and streamlines licensing procedures. Modi explicitly cited the act as an enabling instrument: without legal reform, industrial targets remain empty promises. With the SHANTI Act, they become binding commitments for the country’s bureaucratic and industrial apparatus. The government estimates that India’s nuclear capacity could reach around 22 GW by 2031–32, driven by indigenously designed 700 MW reactors and projects developed through international cooperation.

The broader energy landscape explains why India is pushing nuclear with such intensity. Electricity demand is growing at a pace that renewables alone cannot match: the expansion of artificial intelligence, semiconductors, and data centers requires a stable, round-the-clock power source that is independent of weather conditions. Solar capacity has surged from 2 GW in 2014 to 160 GW — a milestone Modi cited with pride. But solar doesn’t generate power at night. Nuclear does. That is the logic behind pursuing both sources in parallel, rather than choosing between them.

For the five announced reactors, the Indian government is banking primarily on domestic technology developed by the Nuclear Power Corporation of India. The 700 MW design — an enhanced version of the pressurized heavy water reactor — is already under construction at multiple sites. The stated goal is for India to master the entire supply chain, from design to component manufacturing, minimizing reliance on foreign suppliers. This ambition aligns squarely with the broader Atmanirbhar Bharat doctrine — the self-reliant India that Modi champions in every August address.

The year 2047 is India’s self-imposed deadline to complete its transition to a developed nation — a century after independence. One hundred gigawatts of nuclear capacity, within that framework, is not merely an energy metric. It is a measure of strategic autonomy. If the trajectory holds, India could emerge as one of the world’s largest nuclear markets within two decades, with significant implications for the global nuclear industry and for bilateral relationships with technology-supplying nations.

Speaking from the Red Fort in New Delhi, Prime Minister Narendra Modi set an ambitious target: 100 GW of nuclear capacity by 2047 and five new reactors operational within this decade.
