The announcement came during his address marking the 80th Independence Day, delivered before hundreds of thousands of people. Five new reactors to be launched before the end of the decade represent the first concrete step toward that goal.

India’s current starting point is approximately 8.7 GW of installed capacity across 24 operational plants. Reaching 100 GW means multiplying current capacity more than elevenfold within two decades. Modi framed this plan within the SHANTI Act, recently passed by the Indian Parliament, which opens the nuclear sector to private investment — a sharp departure from decades of state monopoly. The government has allocated 200 billion rupees to research and development under the Nuclear Energy Mission, with a dedicated allocation for the design and deployment of at least five Bharat Small Modular Reactors (BSMR).

A significant technical milestone accompanied the political announcement: the Prototype Fast Breeder Reactor (PFBR) at Kalpakkam, in Tamil Nadu, achieved criticality in 2026. The 500 MW reactor, developed by BHAVINI, runs on mixed plutonium-based fuel and is cooled by liquid sodium. It represents the second stage of India’s three-phase nuclear programme, designed to reprocess spent fuel from pressurised heavy water reactors and reduce dependence on imported uranium. Modi cited it as tangible proof of progress toward self-sufficiency in the fuel cycle.

The strategy for reaching 100 GW unfolds along two parallel tracks. The first relies on large conventional Pressurised Heavy Water Reactors (PHWRs), which remain the backbone of near-term expansion. The second centres on small modular reactors, intended for faster and more flexible deployment. The BSMR-200 (200 MW) and the SMR-55 (55 MW) will be built at Tarapur, near Mumbai — the site of India’s first nuclear plant, which has been operational for over fifty years. A third project, a 5 MW high-temperature gas reactor, is under development at the Bhabha Atomic Research Centre (BARC). Meanwhile, local authorities in the Andaman Islands have announced a feasibility study for a floating modular reactor, with experts from BARC and NPCIL expected on-site as early as this month.

All of this is unfolding against the backdrop of electricity demand growing at a pace that renewables alone cannot match. Modi explicitly named chips, artificial intelligence and data centres as sectors with enormous energy appetites: “it will be difficult to run this new world without power,” he said. Nuclear is positioned as a zero-emission baseload source, capable of balancing the intermittency of solar and wind. India’s installed solar capacity has surged from 2 GW in 2014 to 160 GW today, yet demand continues to outpace generation.

If India sustains this momentum and successfully mobilises the private capital envisaged under the SHANTI Act, it could become the world’s third-largest nuclear market by installed capacity by mid-century, overtaking France. The real test will come in the next five years: the five reactors announced by Modi are the most verifiable commitment on the table, and whether they are actually brought online will determine how much substance lies behind the 2047 vision.

Speaking from the Red Fort in New Delhi, Prime Minister Narendra Modi set an ambitious target of 100 GW of nuclear capacity by 2047, announcing the launch of five new reactors before the end of the decade.
