Graham served as Executive Chairman of the company&#8217;s Board of Directors from 2009 to 2022, then as Chairman until 2024, when he was appointed Chairman Emeritus before fully stepping down the following year.<\/p>\n<p>His legacy at <strong>Lightbridge<\/strong> is far from symbolic. Graham joined the company in 2009 with a clear conviction: that advanced nuclear fuel technology could improve the economics and safety of civilian nuclear power while strengthening proliferation resistance. This premise became the cornerstone of the company&#8217;s entire strategy. Lightbridge develops fuels based on high power density metallic technology, designed to enhance the performance of both existing and next-generation reactors while reducing waste output.<\/p>\n<p>Before entering the private sector, Graham spent nearly three decades at the heart of American nuclear diplomacy. <strong>From 1970 to 1997<\/strong>, he participated in every international arms control negotiation involving the United States \u2014 from the SALT talks to the START I and START II treaties, from the INF Treaty to the indefinite extension of the Nuclear Non-Proliferation Treaty, in which he played a central role. He also served as General Counsel and Acting Director of the U.S. Arms Control and Disarmament Agency. A Princeton graduate with a law degree from Harvard, Graham combined diplomatic rigor with long-term strategic vision.<\/p>\n<p>His commitment extended well beyond his role as chairman. From 2009 to 2016, he served on the <strong>United Arab Emirates<\/strong> International Advisory Board for the civilian nuclear program, helping to set high standards of safety, transparency, and non-proliferation for a country embarking on this technology for the first time. He was co-chair of the Atlantic Council&#8217;s Nuclear Energy and National Security Coalition. He authored fifteen books and more than a hundred scholarly articles, consistently arguing that the spread of civilian nuclear power and non-proliferation were not competing objectives, but two sides of the same coin.<\/p>\n<p>Among his works is the co-authored volume <em>Seeing the Light: The Case for Nuclear Power in the 21st Century<\/em>, which distills a lifetime of reflection on the need for nuclear energy that is safe, accessible, and compatible with global peace objectives. A position that ran against the grain of decades of public skepticism toward nuclear power \u2014 and one that is increasingly shared in today&#8217;s international energy debate.<\/p>\n<p>Graham represented a rare bridge between the world of international security and the civilian nuclear industry. He brought to Lightbridge not only diplomatic credentials, but a network of relationships and a legitimacy that opened difficult doors. His work helped build the credibility of a company that aims to bring to market fuels capable of increasing the output of existing reactors without altering their structure.
