India and Vietnam<\/strong> have formalised an expansion of their nuclear and space cooperation at the 19th Joint Commission Session<\/strong>, held on 14 September 2026. Both countries committed to identifying new joint technical opportunities in civilian nuclear energy, building on a trajectory set in motion months earlier at the highest political level.<\/p>\n

The groundwork was laid in May, when Prime Minister Narendra Modi<\/strong> and Vietnamese President To Lam<\/strong> signed agreements on the peaceful use of atomic energy under the framework of the 4th India-Vietnam Joint Committee. At that meeting, Vietnam formally invited India to play an active role in its civilian nuclear sector, and New Delhi had already supplied Cobalt-60<\/strong> to Hanoi \u2014 with both sides agreeing to explore ways to continue these deliveries. This was a concrete signal of mutual trust, not a vague commitment.<\/p>\n

The 19th Joint Commission confirmed and built upon that foundation. Co-chairs reviewed the full spectrum of bilateral relations under the Enhanced Comprehensive Strategic Partnership<\/strong> framework. Nuclear cooperation was complemented by space collaboration \u2014 both delegations acknowledged the need to unlock new technical opportunities \u2014 alongside agreements on financial, port, and air connectivity. Vietnam’s participation in the bilateral “Year of Friendship” in 2027 sends a clear political signal of continuity that will lend further institutional momentum to sector-specific commitments.<\/p>\n

In the nuclear energy landscape, Vietnam is a country worth watching closely. It plans to build the Ninh Thuan 1<\/strong> power plant \u2014 a priority project being developed with Russia \u2014 while also seeking diversified partners for technology and workforce training. India fits into this picture as a materials supplier and, potentially, as a partner in research and technology transfer. The agreement between IREL India<\/strong> and VINATOM Vietnam<\/strong> on rare earths, signed in May, adds another layer: it links the strategic materials supply chain directly to atomic cooperation.<\/p>\n

Geopolitically, the partnership reflects the logic of India’s “Act East Policy,” which positions Vietnam as a central pillar in Southeast Asia. Hanoi, for its part, is pursuing a diversification of technology partners for its nuclear programme, deliberately avoiding dependence on any single supplier. India brings tangible industrial capabilities to the table \u2014 from isotope production to research \u2014 without the political strings that other partnerships tend to carry. The bilateral trade target of $25 billion by 2030 provides the economic framework within which this technical cooperation must translate into real value.<\/p>\n

The year 2027, designated as the bilateral friendship year, could prove to be the window in which today’s commitments materialise into operational agreements.
