The Rwanda Atomic Energy Board has released a Nuclear Industrial Localization Roadmap outlining the financing frameworks for the country’s national SMR project, shifting the focus from technology planning to the concrete challenge of securing capital.

The roadmap rules out traditional corporate financing as a viable path, instead proposing a combination of sovereign support, multilateral participation, and public-private arrangements. On the technology partnership front, the picture has taken shape rapidly over the course of 2026. In May, Holtec International and the Rwanda Atomic Energy Board signed an agreement for the deployment of the SMR-300, a pressurized water reactor featuring passive safety systems. The deal was signed at the Nuclear Energy Innovation Summit for Africa, in the presence of US representatives and leading international nuclear organizations. In July, a further agreement was signed with Rosatom: the two parties formalized a roadmap for SMR project development following the first meeting of the joint atomic cooperation committee in Moscow. Rwanda is thus pursuing multiple tracks simultaneously.

The IAEA has completed its review of Rwanda’s nuclear infrastructure — the Phase 1 Integrated Nuclear Infrastructure Review — and the final report confirmed tangible progress. The agency found strong government commitment, effective coordination, and early preparedness in safety and emergency response. Rwanda is also in the process of identifying candidate sites for installation. The choice of SMRs reflects a clear geographical rationale: the country covers roughly 26,000 square kilometers, and large conventional power plants require exclusion zones that are difficult to accommodate in one of the world’s most densely populated nations. Small modular reactors offer deployment flexibility and can be scaled up incrementally as demand grows.

The long-term goal is for nuclear energy to account for between 60 and 70 percent of Rwanda’s energy mix by 2050 — a target that places the country in a league of its own by African standards. Currently, the only operational nuclear power plant on the continent is South Africa’s Koeberg. Rwanda aims to become the second African state with active nuclear capacity, while also building a domestic industrial supply chain around the technology. The roadmap published by the Atomic Energy Board pays explicit attention to developing national expertise and enabling local supply chain participation, not merely to electricity generation.

If the financing process secures the necessary resources on schedule, Rwanda could serve as a reference model for other African nations exploring nuclear energy — including Egypt, Kenya, Ghana, Nigeria, and Morocco — all of which are still in feasibility or regulatory phases. The real test will be closing the financial package: no final investment decision has yet been made, no construction contract signed. The years 2027 and 2028 will be decisive.

Rwanda’s Atomic Energy Board has released a financing roadmap for the country’s first small modular reactor, expected to be operational in the early 2030s.
