The Argentine diplomat collected <strong>nine &#8220;encourage&#8221; votes<\/strong>, four &#8220;discourage&#8221; and two &#8220;no opinion&#8221;. He improved on the previous poll, in which he had stopped at eight favorable votes.<\/p>\n<p>Only Costa Rica&#8217;s Rebeca Grynspan, head of the UN Conference on Trade and Development, is ahead of him, with eleven favorable votes and four against. Guyana&#8217;s Carolyn Rodrigues-Birkett came third with eight votes in favor and six against. The results are confidential: the numbers leak from diplomatic sources and are reported identically by multiple news outlets.<\/p>\n<p>Grossi has been in the race since November 26, 2025, when Argentina submitted his candidacy. He has led the IAEA since December 3, 2019, and has handled files such as the inspection of Ukraine&#8217;s Zaporizhzhia nuclear plant and the negotiations over Iran&#8217;s nuclear program. His polling trajectory has been uneven: seven favorable votes in the first round, six in the fifth, nine in the latest.<\/p>\n<p>The rules explain why the contest remains open. To secure a recommendation to the Security Council, a candidate needs at least nine positive votes out of fifteen and no veto from any of the five permanent members: China, France, Russia, the United Kingdom and the United States. Since the sixth poll, ballots from permanent members have been color-coded separately. Grossi received two negative votes from this group, as did Grynspan and Rodrigues-Birkett. The seventh round did not use color-coded ballots, so it is unclear whether the four votes against Grossi include permanent members.<\/p>\n<p>The field is widening. Turkey has nominated Feridun Sinirlioglu, a former foreign minister and current Secretary General of the OSCE, who joins the eight names already put forward. Among them are Olara Otunnu of Uganda and Mar\u00eda Fernanda Espinosa of Ecuador, while former Senegalese president Macky Sall withdrew after weak results. The new Secretary-General will take office on January 1, 2027.<\/p>\n<p>For the nuclear sector, the candidacy carries real weight. A former diplomat who has led the IAEA for seven years could bring to the top of the UN the perspective of an agency that today supports civil nuclear programs in dozens of countries.
