Elementl Power has appointed Robey Clark as Senior Vice President of Projects. Clark will hold executive oversight over the company’s entire current portfolio — totaling 5 gigawatts — and will report directly to Chief Projects Officer Shawn Hughes. The appointment comes at a pivotal moment, with two major initiatives running in parallel.
His scope of responsibility is clearly defined. Clark will manage the 1.8 GW strategic agreement with Google and the 1.5 GW SMR project in southeastern Ohio, working in close coordination with the licensing and regulatory affairs team. For the Ohio project, Elementl has already signed an Early Works Agreement with GE Vernova Hitachi Nuclear Energy for the deployment of BWRX-300 reactors: five units of 300 MW each, for a combined capacity of 1.5 GW. The site spans approximately 700 acres in Meigs County, along the Ohio River, roughly 100 miles southeast of Columbus. Elementl has agreed to purchase the land from American Municipal Power, which originally acquired it for a coal plant that was ultimately abandoned in 2009.
Clark joins from Kairos Power, a developer of advanced nuclear reactors, where he held a senior leadership role. Prior to that, he was a partner at Boston Consulting Group. His profile combines deep technical knowledge of the nuclear sector with proven ability to manage large-scale, complex projects — precisely the skill set Elementl needs as development moves from the drawing board to real-world execution.
This appointment fits into the broader story of a company founded in 2022 with a clear stated goal: bringing more than 10 GW of next-generation nuclear power online in the United States by 2035. Google has provided seed capital to prepare three potential U.S. sites for advanced nuclear projects. The Ohio project is entirely privately financed — no burden on taxpayers or consumer electricity rates. Any risk of construction delays falls on Elementl and its private industrial offtakers. Construction at the site is scheduled to begin in 2030, with first power delivery expected in 2034.
The BWRX-300 is a natural-circulation light water reactor featuring passive safety systems. The first unit is currently under construction at Ontario Power Generation’s Darlington site in Canada, with completion targeted by 2030. Elementl has already filed an interconnection request with PJM Interconnection, the regional grid operator, to connect the site to the grid for an initial 600 MW of output. With Clark now at the helm of projects, the company is accelerating its transition from development to execution. The 5 GW portfolio becomes a real-world test of whether the private nuclear development model — backed by major tech buyers — can hold up when construction actually begins.
