NRC Launches Preliminary Review for Terra Innovatum’s SOLO™ Micro-Reactor

The U.S. Nuclear Regulatory Commission has initiated the first phase of its readiness assessment for Terra Innovatum’s SOLO™ modular micro-reactor construction permit application. The review process, launched following a kickoff meeting on August 10, 2026, targets commercial deployment by 2028.

The U.S. Nuclear Regulatory Commission has launched the first phase of its preliminary readiness assessment for the construction permit application covering the SOLO™, the modular micro-reactor developed by Terra Innovatum Global N.V. (NASDAQ: NKLR). The announcement, made on August 19, 2026, marks a tangible milestone in the licensing journey of one of the most advanced micro nuclear generation projects currently under regulatory review in the United States.

The review phase kicked off following an inaugural meeting held on August 10, 2026, and is set to run for six weeks. A multidisciplinary NRC team will examine the Environmental Report submitted by Terra Innovatum along with nine selected chapters of the Preliminary Safety Analysis Report — the PSAR. The chapters cover plant and site description, reactor design, safety features, radiation and waste management, financial qualifications, general license considerations, decommissioning, and uranium fuel conversion. At the conclusion of the process, a closing meeting will be held and a public report containing the NRC’s findings will be issued.

The purpose of the review is to identify any information gaps before the formal construction permit application is submitted, currently expected by the end of 2026. Terra Innovatum has approached this process systematically: in January 2025, the company filed its Regulatory Engagement Plan with the NRC, opening an ongoing technical dialogue with the agency. Since then, it has submitted SOLO’s Principal Design Criteria and several topical reports, with more than ten meetings — both in-person and remote — held in the final quarter of 2025 alone. The NRC has already signaled its intention to complete its technical evaluation of the PDC by April 2026.

The SOLO™ is a micro-reactor designed to generate approximately 1 MWe per unit, built around a solid heterogeneous composite moderator and cooled by helium gas — which eliminates the need for water in the primary circuit. The design is compatible with standard low-enriched uranium (LEU) fuel, with potential future use of HALEU. The goal is a reactor capable of autonomous operation, featuring inherent safety safeguards by design and a radiological barrier structure intended to minimize or eliminate the need for an emergency planning zone beyond the facility perimeter. This profile aligns with the NRC’s regulatory framework for low-consequence reactors — a licensing pathway currently taking shape through a proposed rulemaking expected to undergo public comment.

Terra Innovatum’s roadmap is straightforward: construction permit by 2027, commercial deployment by 2028. Should the readiness assessment conclude without significant findings, the formal application can be filed on schedule. The project holds particular appeal for markets with limited grid access and remote industrial applications — settings where a 1 MWe reactor deployable virtually anywhere can fill a gap that conventional energy sources cannot. The coming weeks of NRC review will say a great deal about the technical robustness of the submitted dossier.
