ORNL and REV Launch FULCRA: Shared Infrastructure for Fusion Energy

Oak Ridge National Laboratory and Rutherford Energy Ventures have launched FULCRA, a public-private consortium to build shared fusion testing infrastructure at ORNL. The initiative aims to fill gaps identified in the U.S. Department of Energy’s fusion roadmap and accelerate commercialization.

Oak Ridge National Laboratory and Rutherford Energy Ventures LP (REV) have officially launched FULCRA — Fusion Upscaled Leveraged Consortia for Rapid Acceleration — a public-private consortium designed to develop shared fusion testing infrastructure directly at ORNL. The kickoff took place on June 19, 2026, marking a concrete step toward commercial fusion energy in the United States.

FULCRA addresses a fundamental challenge: no single organization can afford to build and operate the integrated facilities needed to validate key components of a commercial fusion reactor. Costs are prohibitive and expertise is fragmented across institutions. The consortium model combines ORNL’s federal capabilities with private investment to develop specialized testbeds — dedicated facilities where critical components can be rigorously evaluated, including plasma-facing materials, tritium breeding blankets, and reactor-compatible sensors. The goal is to de-risk technologies that currently deter private capital from entering the sector.

The project is structured in two phases over 18 months. In the first phase, REV will conduct a thorough assessment of existing infrastructure at Oak Ridge across three technology domains: fusion-enabling technologies, tritium breeding and shielding blankets, and neutron sources capable of reaching energies characteristic of a fusion reactor. Simultaneously, private stakeholders will be engaged to map industrial needs and gauge investor interest. In the second phase, the team will select and design a technical blueprint, financial model, and operational framework for the first Fulcrum facility at ORNL. REV, a venture capital fund based in Cambridge, Massachusetts, specializes in translating fusion science into market-ready terms, providing technical and financial advisory services for investments in the sector.

The model directly responds to gaps identified in the DOE Fusion Science and Technology Roadmap. End-to-end facilities capable of taking a fusion project from subsystem validation through to commercial readiness are currently lacking. FULCRA is designed to close that gap, with an approach that could be replicated across other U.S. national laboratories. Arnold Lumsdaine, who leads public-private partnerships in ORNL’s Fusion Energy Division, emphasized that the laboratory is ready to operate not merely as a research institution, but as a direct partner in the commercialization process. Guinevere Shaw, partner and managing director at REV, highlighted that ORNL already possesses the scientific foundations on which to anchor the initiative.

The shared infrastructure that emerges from FULCRA will translate decades of fundamental research into facilities accessible to the entire fusion community — public and private alike. If the model proves successful at Oak Ridge, the Department of Energy aims to replicate it at other national laboratories, building a nationwide testbed network that reinforces American leadership in a market still taking shape. Commercial fusion needs facilities where technologies can be tested before they are built at scale. FULCRA, with its shared-cost logic and flexible governance structure, could become the defining model for how governments and private investors jointly fund the infrastructure underpinning the next energy cycle.
