From the Red Fort in New Delhi, on 15 August 2026 — the eightieth anniversary of Indian Independence — Prime Minister Narendra Modi set a clear-cut target: 100 GW of nuclear capacity by 2047, the centenary of the Republic. Five new reactors are to come online within the next six to seven years. This is no declaration of intent: it is a concrete plan embedded in the “Viksit Bharat” programme, the government’s overarching development vision through the middle of the century.
The announcement comes at a time when India’s nuclear sector is delivering tangible results. In April 2026, the Prototype Fast Breeder Reactor (PFBR) at Kalpakkam, in Tamil Nadu, achieved first criticality — meaning it successfully initiated a self-sustaining chain reaction. The 500 MWe reactor, built by BHAVINI and designed by the Indira Gandhi Centre for Atomic Research, is the first commercial fast breeder reactor built entirely with Indian technology. Once it reaches full power, India will become only the second country in the world, after Russia, to operate a fast reactor at this scale. IAEA Director General Rafael Grossi described the milestone as “a decisive step forward in nuclear fuel sustainability.”
The PFBR is no ordinary reactor. It runs on mixed uranium-plutonium oxide fuel and uses liquid sodium as a coolant. Its defining feature is that it produces more plutonium than it consumes, thereby feeding the second stage of the three-phase nuclear programme conceived by Homi Bhabha in 1958. The first stage — heavy water reactors fuelled by uranium — has spent decades accumulating the necessary plutonium. The third stage envisions the use of thorium, of which India holds some of the world’s largest reserves. It is a long-game strategy, built on a chain of interdependent technologies.
The five new reactors announced by Modi fit squarely within this framework. The Department of Atomic Energy has already launched a 20,000 crore rupee programme for indigenous Small Modular Reactors, with the BSMR-200 (200 MWe) and SMR-55 (55 MWe) models already in development. Private industry is actively involved in component supply, and the government aims to develop new qualified suppliers under the umbrella of the Bhabha Atomic Research Centre. Dependence on foreign technology — historically a major constraint for India, which endured decades of sanctions and difficult negotiations — diminishes with every project completed domestically.
Modi’s speech framed nuclear energy within a broader strategic context: national energy security, independence from fossil fuel imports — India spent roughly $137 billion on crude oil in 2024–25 — and technological competitiveness. Nuclear power was cited alongside artificial intelligence, semiconductors, and deep-sea exploration as a cornerstone of the country’s development. This is not a shift in stance: it is the confirmation of a trajectory already well underway.
If the five reactors are commissioned on schedule, India will have built the industrial and technical base needed to sustain its push toward 100 GW by 2047. The Kalpakkam PFBR — expected to reach full power by the end of 2026 — is the proving ground. A country that can successfully operate a domestically built fast breeder reactor has already demonstrated it can go it alone. The rest of the programme hinges on that.
