India targets 100 GW of nuclear power by 2047: Modi announces 5 new reactors

From the Red Fort in New Delhi, addressing the nation gathered for the 80th anniversary of Independence, Prime Minister Narendra Modi set a clear target: 100 GW of nuclear capacity by 2047, the year India will mark the centenary of its independence. In a speech lasting around 76 minutes, nuclear energy took center stage alongside semiconductors and energy security, with Modi announcing the commissioning of five new reactors before the end of this decade.

The starting point is a long way from the goal. India’s currently installed nuclear capacity stands at around 8.78 GW — less than a tenth of the stated target. Modi is well aware of this, and the plan goes beyond mere declarations. The five announced reactors are expected to come online within the next six to seven years, while government projections point to a capacity of roughly 22 GW by 2031–32, driven by indigenously designed 700 MW reactors and international cooperation projects. The road to 100 GW will therefore require a sustained, two-decade expansion — both in the number and scale of plants.

Two concrete pillars underpin the announcement. The first is the SHANTI Act — Sustainable Harnessing and Advancement of Nuclear Energy for Transforming India Act — passed by Parliament in December 2025. The legislation modernizes the regulatory framework for civilian nuclear energy, creates room for private sector participation under regulatory oversight, and caps supplier liability, removing one of the key barriers to foreign investment. The second is a technical milestone reached in April 2026: the 500 MWe Prototype Fast Breeder Reactor (PFBR) at Kalpakkam, Tamil Nadu, achieved first criticality, demonstrating India’s mastery of fast breeder reactor technology. Modi described it as a decisive step toward self-sufficiency in the nuclear fuel cycle.

This plan unfolds against the backdrop of India’s explosive growth in electricity demand. Modi explicitly cited the expansion of artificial intelligence, semiconductor manufacturing, and data centers as factors making a stable, low-emission generation source essential. Solar capacity has surged from 2 GW in 2014 to 160 GW today, but nuclear offers something intermittent renewables cannot: continuous baseload power. Under the SHANTI Act, private companies such as Tata and Reliance Industries can now invest in nuclear energy projects, unlocking financing channels that the public sector alone could never have activated.

If the roadmap holds a straight course to 2047, India will become one of the world’s largest nuclear markets. Mastery of the fuel cycle through fast breeder reactors, the opening to private capital, and an expanding industrial base are conditions that rarely converge. The years between the PFBR’s first criticality and the commissioning of the five new reactors will determine whether the architecture built by the SHANTI Act can withstand the test of real-world delivery.
