The Nuclear Regulatory Commission issued on December 30, 2024, a subsequent renewed operating license for the Monticello Nuclear Generating Plant in Minnesota. The federal authorization grants the facility an additional twenty years of operation, with a new expiration date of September 8, 2050. For Xcel Energy, the plant’s operator, this marks a pivotal milestone on the path toward a fully carbon-free electricity system.
The license, designated Subsequent Renewed Facility Operating License No. DPR-22, authorizes reactor operation at a maximum thermal power of 2,004 megawatts. The review followed two parallel tracks: the NRC completed its safety evaluation report in March 2024, followed by the final environmental impact statement published in November 2024. The multi-year process included technical inspections, audits, and site-specific environmental analyses—requirements that became more rigorous following a 2022 Commission decision mandating a more thorough environmental review for subsequent renewals than had previously been required. Monticello cleared every hurdle.
At the state level, the process is still ongoing. The Minnesota Public Utilities Commission has already approved continued operations through 2040, but Xcel Energy will need to return before the same body to secure authorization for the additional decade covered by the federal license. The company has stated its intention to seek full alignment between the federal and state approvals. In the meantime, the PUC granted permission in 2023 to expand spent fuel storage, including the installation of a second concrete pad and a modular dry storage system capable of housing 14 new steel canisters—infrastructure essential to supporting the plant’s extended life.
The numbers speak for themselves. Monticello powers more than 500,000 homes annually across the American Midwest and stands as the largest employer and taxpayer in its namesake community. Together with the Prairie Island Nuclear Generating Plant, located near Red Wing, it supplies nearly one-quarter of the electricity consumed by Xcel Energy customers across the Upper Midwest—carbon-free, around the clock. For a utility committed to 100% carbon-free electricity, keeping these assets online is less a strategic choice than a necessity.
The American Nuclear Society has noted that the NRC is already looking further ahead. With some operators potentially filing for a third twenty-year renewal—which would push plant lifespans toward one hundred years—commissioners have asked technical staff to begin structured engagement with the industry to assess both interest and feasibility. Should Monticello eventually pursue that path, its contribution to clean American energy could extend well beyond 2050.
