Does nuclear energy increase electricity bills?

There is no universal answer.

The effect on bills depends on how the project is financed, who bears the construction risk, the wholesale price, the electricity mix, and the operating lifetime. A project with delays may transfer costs to consumers; an amortised fleet can provide stable electricity and reduce exposure to gas prices. The right question is not 'does nuclear cost or save money?', but 'with which financial model and in which electricity system?'
