A civilian reactor does not have the geometry, enrichment level, or assembly speed required for a nuclear detonation. In an accident, steam or hydrogen explosions can occur, as at Fukushima, or chemical/thermal explosions, but not an atomic detonation. This distinction is made explicit by the NRC and MIT: the fuel in a reactor is not configured like a nuclear weapon.
