Italy has significant seismic zones, documented by INGV, but seismicity does not automatically imply impossibility. IAEA standards require site evaluation, seismic hazard assessment, fault analysis, geology, hydrology, and external events. An unsuitable site must be excluded; a site with compatible hazard can be designed to stringent requirements. The right question is site-by-site, not a blanket yes/no for Italy.
