Territorial size alone does not determine nuclear feasibility. Population density, suitable sites, water availability or marine cooling, the electricity grid, public acceptance, seismicity, regulation, and industry all matter. Densely populated European countries have had or have nuclear facilities. For Italy the question is not 'too small', but whether suitable sites, governance, and adequate economic conditions exist.
