Spent fuel contains plutonium generated in the reactor. Using it would require chemical separation through reprocessing, radiological management, and weapon design. The so-called reactor-grade plutonium has less favourable characteristics than military-grade plutonium, but it remains a sensitive material. For this reason, reprocessing, fuel, and fissile materials are subject to strict safeguards and controls.
