Does having nuclear power plants mean you can build atomic bombs?

A civilian nuclear power plant is not equivalent to a military programme. A weapon requires fissile materials with specific characteristics, enrichment or reprocessing facilities, military design, testing, and a political decision. It is true, however, that some skills and parts of the fuel cycle are dual-use. For this reason, IAEA safeguards exist, and in Europe, Euratom controls apply.
