Nuclear fuel is heavy, tracked, monitored, and subject to physical protection and safeguards. Fresh low-enriched fuel cannot be directly used for a weapon without further complex processes; spent fuel is highly radioactive and difficult to handle without shielding and specialised infrastructure. Theft is not impossible in an abstract sense, but the idea that it is easy is not realistic.
