Does almost all uranium come from unstable countries?

False as a generalisation.

Uranium resources and production are distributed among countries with very different political profiles, including Kazakhstan, Canada, Australia, Namibia, and others. Some suppliers present geopolitical risks, but it is not a concentrated dependency like that which can exist for gas via pipeline from a single country. Moreover, nuclear fuel is very energy-dense, so it can be stockpiled more easily than fossil fuels.
