Under normal operation, authorised discharges are designed to keep doses to the public very low. Fish contamination becomes a concrete issue after accidental releases or in the presence of persistent radionuclides in water and sediments. For this reason, environmental monitoring is used and, if necessary, restrictions on fishing or consumption are introduced. There is no rule stating that fish near a nuclear plant are contaminated.
