The dose for a person living year-round at the boundary of a nuclear plant is estimated by the NRC to be less than 1% of the average annual dose from natural background. Passing in the vicinity therefore produces a negligible dose compared to ordinary sources such as natural background, some medical examinations, or air travel. Physical distance from the plant does not equate to high exposure.
