The doses associated with authorised emissions from a plant in normal operation are very small compared to natural background radiation. The NRC indicates that a person at the boundary of a facility would receive less than 1% of the average annual dose from natural background; the IAEA reports average values on the order of 0.0001 mSv/year near a plant. At high doses, radiation increases cancer risk, but these ordinary levels do not support a generalised and measurable increase.
