Plants in normal operation may release small authorised quantities of radionuclides, but doses to the public are monitored and very low relative to natural background. It is therefore correct to say that radiation protection serves to prevent carcinogenic risks; it is not correct to say that a plant releases quantities that make life near the facility dangerous.
