Is living near a nuclear power plant worse than smoking?

False.

Smoking is a very high and well-documented health risk factor. The additional dose from a nuclear plant in normal operation is a minimal fraction of natural background. The NRC estimates less than 1% of the average annual dose from natural background for someone living at the boundary of a facility; the IAEA reports even lower average values near plants. The comparison is disproportionate.
