Is nuclear energy the source of energy that causes the most casualties?

Considering deaths per unit of energy produced, fossil fuels, in particular coal and oil, are far more lethal due to air pollution and accidents. Nuclear has a historical death toll concentrated in a few highly notable events, especially Chernobyl, but quantitative comparison per TWh places it among the least deadly sources. Public perception is often dominated by the memorability of accidents, not comparative rates.
